Flemish Government Streamlines Service to Citizens

The Flemish Government was struggling with duplicated paperwork and repeated requests for the same citizen data across some 70 agencies. To streamline services and move from a “pull” to a “push” model of information exchange, the Flemish Government partnered with Hewlett Packard Enterprise to design and build MAGDA, an SOA-based inter‑agency data‑sharing platform (supported by HPE ES Application Development Services and HPE ES SOA and Integration Services) that lets citizens authenticate with e-ID and have their information entered only once.

Hewlett Packard Enterprise provided the core design and release teams, delivered the SOA framework and services on time and within budget, and implemented MAGDA to control access, protect privacy and automate data transfers. The solution digitized 42 million paper transactions, supports about 200 government customers, and delivers €97 million in annual savings to citizens while costing roughly €2 million a year to operate; planned digitization of planning permissions is expected to save another €3 million annually and halve citizens’ costs.
