Cell Flemish e-Government - Customer Case Study

Cell Flemish e-Government faced fragmented processes across some 70 agencies that forced citizens to re-enter the same data repeatedly. To eliminate duplication, improve service delivery and cut costs, Cell Flemish e-Government engaged Hewlett Packard Enterprise to help design a common back-end platform — MAGDA — and rethink processes from a pull to a push model of information exchange.

Hewlett Packard Enterprise delivered the SOA-based MAGDA data-sharing platform (using HPE ES Application Development and HPE ES SOA and Integration Services), including e-ID authentication, privacy controls and ongoing releases on time and within budget. The MAGDA solution digitized about 42 million paper transactions, supports 200 government customers, and delivers measurable impact: €97 million in annual savings to citizens against roughly €2 million a year in investment (about €16 million over eight years), plus projected additional savings (for example €3 million a year from digital planning permits).
