The City of Tallinn faced a challenge with its outdated, paper-based system for processing fines. Helmes designed and built the Municipal Police Misdeed Act Registry, a centralized system that automated key processes and integrated with third-party government registries. This solution automated document generation, data calculations, and data archiving, while ensuring security and accurate information. The result was a dramatic improvement: officials from the City of Tallinn now process fines multiple times faster, saving significant working hours and creating a more efficient, error-free system for both government workers and citizens.
