The City of Tallinn faced a challenge with its outdated, paper-based system for processing fines. The process, which relied on manually managed Word documents shared between different government entities, was slow, prone to errors, and lacked transparency, often resulting in lost paperwork. The city brought in the vendor Helmes to digitally transform this system through public-sector digitalisation.
Helmes designed and built the Municipal Police Misdeed Act Registry, a centralized system that automated key processes and integrated with third-party government registries. This solution automated document generation, data calculations, and data archiving, while ensuring security and accurate information. The result was a dramatic improvement: officials from the City of Tallinn now process fines multiple times faster, saving significant working hours and creating a more efficient, error-free system for both government workers and citizens.
