A Helmes Case Study
The Organisation for Economic Co-operation and Development (OECD), through its joint EU initiative SIGMA, needed to streamline and digitize its complex process of monitoring public administration reforms across numerous countries. The challenge involved moving away from a cumbersome system reliant on massive spreadsheets, multiple file-sharing platforms, and email, which was inefficient and lacked transparency. They engaged the vendor Helmes to develop a new IT solution, the Public Administration Reform Information System (PAR.IS), to address these issues.
Helmes successfully built and launched PAR.IS, a comprehensive one-stop solution for data collection, analysis, reporting, and storage. The system automated data aggregation and reporting, provided flexible user rights management, and enabled easy progress tracking, which dramatically reduced the manual workload for both the OECD/SIGMA team and national respondents. The results included valuable time and cost savings, simplified collaboration, full accountability, and high data quality, making it the primary tool supporting the organization's monitoring work with a steady increase in users.
