The OECD, with 62 member countries, faced the challenge of digitalizing its complex, manual Seed Schemes certification process, which relied on inefficient email exchanges and was vulnerable to seed fraud. The organization turned to its long-term partner, Helmes, to develop a joint digital platform, but first engaged the vendor to create a prototype to ensure the solution would meet the needs of all national stakeholders.

Helmes successfully created a high-fidelity, interactive prototype in Figma by closely collaborating with the national designated authorities through ideation and scoping sessions. This six-month process, which prioritized functionalities for an MVP, ensured the final design was based on actual user needs, mitigating the risk of low adoption and avoiding costly mistakes in the subsequent development phase.
