MNeConnect faced Minnesota’s statewide E3 mandate requiring all providers to submit claims, check eligibility, and receive electronic remittance advice using a single set of standards. Small and resource-limited providers needed an affordable, easy-to-use way to comply without overhauling legacy systems. The Minnesota Council of Health Plans selected HealthEC to deliver MN E-Connect, a web-based portal powered by HealthEC’s proprietary technology to enable statewide electronic data interchange.

HealthEC implemented MN E-Connect as a free, interoperable portal offering direct data entry, batch 837 uploads, patient data reuse, integrated code lists, payer-aware rules validation, online eligibility checks, and electronic remittance advice. As a result, HealthEC reports more than 13,000 providers registered since the May 2009 launch, as many as 15 payers participating, full compliance with the E3 requirements, reduced claim rejections and faster payments, and a platform that supports future initiatives like e-prescribing, EHRs, credentialing and HIE.
