Irish Revenue, the Irish tax and customs administration responsible for roughly 3.5 million taxpayers, faced a scalability and availability crisis when launching an online property tax service that could see up to two million homeowners accessing the site. They also needed to perform backups, fixes and upgrades without nighttime downtime. To meet requirements for high availability, in-memory storage and an open-source approach, Irish Revenue selected Hazelcast and deployed Hazelcast IMDG.

Hazelcast implemented Hazelcast IMDG as an in-memory data grid to distribute data and processing, initially supporting the property tax rollout and later forming the foundation for a new architecture used by more than 20 applications. The deployment increased availability and performance, enabled mid-week, application-level releases (eliminating weekend downtime), reduced development and testing effort, improved overall quality, and contributed to property tax collections coming in above target — trading modest additional hardware for lower operational cost and faster user-facing turnaround.
