Large defense agency gains analytic efficiencies, reduces investigative backlog

A large defense agency needed a better way to identify and continuously monitor cleared personnel at risk of becoming active threats. The agency’s complex data-management, access-control and computing solutions made continuous evaluation (CE) of personnel both extremely challenging and absolutely essential. Haystax Technology deployed its Constellation Analytics Platform™, an innovative model-based solution for identifying risk indicators, to rank trusted personnel in need of further evaluation. An essential phase of this deployment was validation of results from Constellation’s ‘whole-person’ Carbon model, based on the agency’s need to ensure that model outputs were consistent with its own expert judgments. To do this, the agency elicited risk assessments from subject matter experts for a variety of test cases. These assessments were compared to model results and determined to be strongly correlated, thus confirming that the model’s characterization of risk was consistent with that of experts. Constellation now allows the agency to defensibly prioritize cleared personnel based on a whole-person view of risk, continuously track individuals’ real-time risk scores and easily monitor changes in group and individual risk over time. The agency is currently running 500,000 of its cleared personnel through the model to identify high-risk individuals who warrant further scrutiny. According to a recent evaluation briefing by the agency, the Haystax solution represents the “only known system for prioritizing personnel according to positive and negative nodes of trust.
