Vodafone UK was growing rapidly as it shifted from a traditional telco to a tech company, and its centralized monitoring team became a bottleneck for developers. The company needed a self-service, automated way to manage observability, alerting, and on-call ownership across more than 150 developers and a large number of services, while following SRE principles. HashiCorp Terraform was the key product used to help make observability “as code” across Vodafone UK’s delivery pipeline.

HashiCorp helped Vodafone UK build a Terraform-based observability platform that pulled data from Azure DevOps and AWS to automatically provision PagerDuty users, schedules, and escalation policies, as well as Datadog monitors, dashboards, synthetic tests, and SLOs. By modularizing and splitting state, Vodafone UK reduced toil and sped up delivery, cutting time-to-production to less than four hours, achieving 99.9% digital availability, and improving MTTA to under a minute and MTTR to 30 minutes.
