Using Terraform Enterprise to Support 3000 Users at Booking.com

Booking.com needed a faster, more reliable way to provision development virtual machines for more than 3,000 users across hundreds of teams. Their legacy VM platform was slow, fragile, and difficult to support, often taking 45 minutes to create a VM and creating a flood of support issues when things broke. To modernize the experience, they turned to HashiCorp Terraform Enterprise, along with Packer and supporting internal tooling.

HashiCorp helped Booking.com build a self-service VM provisioning platform that generates Terraform code, commits it to Git, and provisions infrastructure on OpenStack through Terraform Enterprise. The new workflow supports UI and Git-based access, custom providers, Sentinel policies, centralized updates, and automated workspace bootstrapping at scale. The result: VM provisioning dropped to about 30 seconds and machines became usable in under 5 minutes, while Booking.com also gained centralized mass updates and better scalability for 3,000 users.
