Terraforming NBIM’s Tenant Self-Serving Apps as Code

Norges Bank Investment Management (NBIM), the investment arm of Norges Bank, managed 600+ Azure AD applications with inconsistent change control, manual lifecycle management, and security gaps that didn’t align with least privilege. To modernize its tenant operations, NBIM turned to HashiCorp Terraform and custom modules to move application management toward infrastructure as code, GitOps, and self-service.

HashiCorp helped NBIM build a human-friendly YAML-based workflow, reusable Terraform modules, isolated state files, and import/recreation processes to migrate brownfield apps safely and gradually. The result was a halving of support tickets, faster deployment and change delivery, stronger security controls, and reusable foundations for future automation efforts.
