Terraform and Regulated Financial Services at the German Stock Exchange

Deutsche Boerse Group, the German Stock Exchange, needed to build and operate foundational public cloud infrastructure across AWS, Azure, and Google Cloud in a highly regulated financial services environment. With a very small cloud platform engineering team, the company had to meet strict compliance, security, and segregation-of-duties requirements while supporting product teams across its trading and market infrastructure business.

HashiCorp helped Deutsche Boerse Group standardize and automate its cloud foundation using Terraform, Consul, and Packer. The team created reusable hub-and-spoke landing zone modules, policy guardrails, and secure base images, enabling consistent and auditable deployments across clouds. This approach allowed the organization to manage more than 40,000 infrastructure resources with just eight engineers and improve delivery speed, while planning to use Terraform Enterprise to strengthen access control, auditing, and pre-deployment policy checks.
