Seeding HashiCorp Vault With Terraform at Form3

Form3 is a cloud-based payments API provider operating multiple development, staging, and production environments across regions. With HashiCorp Vault at the center of its security model, the team needed a reliable way to seed and manage secrets and microservice-specific access policies across many Vault instances without relying on slow, manual, and error-prone setup processes.

Using HashiCorp Terraform and the Vault provider, Form3 automated Vault configuration as code, connected Terraform Enterprise to internal Vault deployments through secure VPC peering, and used sensitive variables and protected branches to reduce risk. HashiCorp’s approach kept environments in sync, eliminated drift, sped up rollouts, improved auditability, and enabled local Docker-based testing of Vault configuration before deployment, shortening feedback loops and reducing the need to test changes in AWS first.
