How Capital One Runs a Large-Scale Private Cloud Infrastructure With Terraform

Capital One, a large financial services company with millions of customers and thousands of developers, needed to manage a rapidly growing private cloud across hundreds of VPCs, multiple regions, and hundreds of accounts. As it migrated thousands of applications from its data center to the cloud, it faced major challenges around speed, consistency, security, and disaster recovery. To support this scale, Capital One turned to HashiCorp Terraform for infrastructure as code.

HashiCorp helped Capital One build an internal workflow called Nimbus around Terraform, using reusable modules, GitHub-based pull requests, automated validation and plan review, and secure, auditable deployments. The result was a faster and more consistent way to provision and promote VPC infrastructure across environments while keeping operations transparent and controlled. Capital One said early cloud provisioning had taken four to five weeks, and Terraform plus Nimbus helped streamline that process for large-scale, repeatable infrastructure delivery.
