Adopting Shared Services Terraform and Vault at the US Dept of Defense

The US Dept of Defense needed to migrate and manage thousands of applications across a highly complex multi-cloud and on-prem environment, including air-gapped regions, with a very small cloud team and limited DevOps experience. HashiCorp helped address this challenge with Terraform Enterprise and Vault Enterprise to support secure, scalable infrastructure managed as code.

HashiCorp implemented a shared-services model centered on Terraform Enterprise for infrastructure provisioning and governance, and Vault for secrets management and secure access. This approach enabled self-service workflows, policy as code, private modules, and tighter integration with existing tools like ServiceNow and IAM, helping the US Dept of Defense scale cloud adoption more quickly and consistently across teams, accounts, and environments.
