Denver Parks and Recreation faced the challenge of creating its first Urban Forest Strategic Plan amid a semi-arid climate and a history of inequitable tree canopy investment that left marginalized communities with fewer resources. The effort required authentic, inclusive community engagement to ensure the plan addressed these deep-seated geographic disparities. GroundFloor Media was brought on to lead the outreach branding, communications strategy, and community engagement for the planning process.

GroundFloor Media developed a distinct brand and an integrated engagement strategy that partnered with trusted community organizations to reach residents broadly and intentionally include historically excluded communities. This approach, which included multilingual surveys and targeted outreach, generated over 4,800 survey responses and 5,000 total touchpoints. The input directly shaped the plan's goals, which were adopted by the city and won recognition, and catalyzed an interdepartmental agreement for coordinated action.
