Asheville, North Carolina’s IT team, led by CIO Jonathan Feldman, faced the sudden operational and public‑engagement challenges of the COVID‑19 pandemic: shifting 1,300 employees to remote work, keeping essential services running, managing regional grant programs, and expanding access and equity in government participation—all while protecting employee safety and maintaining trust across departments.

Because Asheville had modernized its productivity and core systems to the cloud in 2017 and built strong cross‑department partnerships, the city smoothly moved to remote operations using tools like Google Meet, PublicInput, SeamlessDocs, YouTube and Zscaler. The result was uninterrupted service delivery, fully remote council meetings that broadened public participation, efficient grant administration, better employee safety protocols (office occupancy systems), and a stronger foundation for data‑driven equity work and continued hybrid work models.
