How Sedona, AZ was Able to Find a Solution in the Face of State Preemption Laws

The City of Sedona faced a fast-growing short-term rental (STR) market—about 1,250 properties and 7,445 ads—while Arizona’s 2016 preemption law limited local regulation. Sedona needed a way to collect emergency contact information, handle resident complaints, and gather reliable data on STR impacts without overstepping state legal constraints.

In 2020 Sedona implemented GovOS’s Short-Term Rental Solution, a tailored system combining online registration and a 24/7 bilingual hotline for complaints.
