How Sacramento Scaled Its Online Government Service

The City of Sacramento’s web team, part of the Enterprise Automation and Citizen Engagement group, set out in 2017 to replace paper and PDF forms across the city. A small team of four handled a large backlog, ultimately digitizing 615 forms used by 13 departments and processing roughly 2,342 submissions per month, with extensive staff time spent on manual data entry and workflows.

Using GovOS, the team prioritized high‑volume, processing‑heavy forms, built integrations with SharePoint and their BPM system, and created a GovOS intake form to manage requests. The project streamlined approvals and data handling, improved submission accuracy and accessibility, reduced paper and citizen friction, and—when extrapolated—saved an estimated 3,057 staff hours per week while enabling broad departmental access and reporting.
