McLean County, Illinois partnered with GovOS and its Application Studio to tackle a backlog of paper-based HR processes as the county grew and staff became increasingly distributed. With roughly 900 employees and an HR function only established in 2020, the county faced slow, error-prone onboarding, offboarding, FMLA, payroll and timekeeping workflows, plus security and multi-department approval challenges that made remote access and timely processing difficult.
Using GovOS Application Studio the county digitized forms and built multi-step workflows and eSignatures for onboarding, offboarding, FMLA, payroll changes and timecards, with mobile-friendly approvals and automated routing for security tasks. The result: dramatically faster turnaround (sometimes cutting two-week processes to two days), routine approvals within 24 hours, more than 500 live forms (including a Detention Center screening form with 18,200+ submissions), improved brand consistency and greater staff capacity to focus on higher-value work.
