A GovOS Case Study
The Town of Dedham, MA — led by CFO/CIO Andrea Terkelsen — faced a paper‑heavy, error‑prone sewer billing process built from a patchwork of Word, Excel and PDF forms. With 8,000 sewer accounts billed quarterly, roughly 600 irrigation credit participants, and a small IT team, staff were manually processing submissions, hand‑keying data and spending excessive time tracking approvals and paperwork.
By converting their forms to GovOS Studio, Dedham created mobile‑friendly, image‑enabled web forms with built‑in workflows, permissions and easy exports to Excel/ERP (Tyler Munis) and SharePoint. The change eliminated much of the manual data entry, cut an estimated 30 man‑hours per submission cycle, improved accuracy and approval speed, and scaled quickly—four sewer forms are live now with a goal of 100% paperless sewer operations and potential to deploy 200+ forms town‑wide.
