A GovOS Case Study
Lee County, NC, led by IT Director Kyle Edwards, faced an outdated paper-based system with 100+ PDFs, 17 departments using paper forms, an average three-week processing time, and multiple staff required to manually review and sign documents. The county’s priority was to improve online services and remove barriers residents faced when requesting local government services.
Lee County implemented the SeamlessGov platform—SeamlessDocs, eSignatures, surveys and web forms, workflow automation, data integrations, and payment processing—to convert PDFs into validated, fillable online forms with routing and electronic signatures. Key forms like the Personnel Action Form now route instantly and are executed electronically, improving efficiency, accessibility (ADA-compliant forms), and reducing manual workload across departments.
