Police Captain Caroline Serrato of the Town of Hillsborough led an effort to modernize the department’s paperwork and improve service to residents. Faced with slow, paper-based processes, lost forms and staff resistance to change, the department needed a way to increase efficiency, transparency and reduce liability while bringing skeptical employees on board.
Hillsborough implemented SeamlessGov to digitize workflows and introduce eSignatures, starting with the Personnel Requisition form and expanding to training acknowledgements and policy reviews. Automated routing, notifications and online forms sped completion, improved tracking, eliminated lost paperwork and reduced manual signing, delivering faster service and broader departmental buy-in.
