A GovOS Case Study
The City of Cleveland, led by City Clerk Dominique Green, faced an outdated, paper-heavy workflow that made HR processing, public records requests and citizen services slow and inconvenient. With a goal to improve internal efficiency and meet citizens where they are digitally, the city needed an easy way to convert long-standing paper forms into usable online processes.
The city implemented SeamlessDocs/SeamlessGov, quickly converting legacy forms and launching online workflows like the employment application, baseball/softball registration (with SeamlessPay) and an online public records request. Implementation was fast and simple, eliminated illegible handwriting, sped up transactions, expanded access (including out-of-state media requests), and improved citizen convenience and the city’s public image.
