Penn State, The Pennsylvania State University, needed a better way to handle emergency restoration work across its 24 campuses and statewide facilities. When incidents like water line breaks, fires, and weather damage occurred, there was often no time to negotiate pricing or thoroughly vet contractors, leading to projects going over budget. Penn State turned to Gordian for a more transparent and reliable emergency contracting solution.

Gordian implemented Emergency Restoration Services Contracts (ERSC), a Job Order Contracting program that gave Penn State access to four pre-qualified regional contractors and pre-established pricing through a customized Construction Task Catalog. The result was faster emergency response, smoother procurement, and improved cost control, with insurance claims also processed more easily. Since implementation, Penn State has used the program successfully on multiple emergency projects, gaining complete cost transparency and quicker mitigation work.
