Harrisburg Housing Authority completes $1.2 million in community upgrades with Gordian

The Harrisburg Housing Authority (HHA), which provides affordable housing to over 5,000 residents, faced a significant challenge when pandemic restrictions halted all community improvement projects. This standstill left them with a backlog of urgent repairs, including leaking roofs and unsafe balconies, threatening resident safety. To act quickly once restrictions lifted, HHA used the Keystone Purchasing Network to partner with vendor Gordian and implement their Job Order Contracting (JOC) solution.

Gordian's JOC solution provided preset costs and streamlined procurement, enabling HHA's awarded contractor to begin work in under two months. The project resulted in $1.2 million in upgrades across 1,100+ apartments and 80 houses, including porch replacements, playground renovations, and concrete walkway repairs. The use of Gordian's program allowed for flexible, on-budget additions to the project scope, ultimately delivering award-winning improvements that significantly enhanced the living conditions for thousands of residents.
