Harris Health System, a fully integrated public healthcare system serving Harris County, Texas, needed a more detailed and precise Job Order Contracting program than the generic unit price book used in its previous system. The lack of specific line items for the medical work required in its hospitals made it difficult to expedite construction and manage repair and renovation costs.
