The Arizona Department of Administration, through its Arizona Department of Transportation (ADOT), faced a critical emergency when a massive monsoon and flood severely damaged a 24-mile stretch of US Route 89A with debris and boulders, threatening local tourism and requiring a rapid response beyond state funding limits.
