Covered California Streamlining health insurance eligibility and verification with AI

Covered California, California’s health insurance marketplace, needed to speed up and improve the manual process of verifying residents’ identity and income documents for eligibility determinations. Working with Google Cloud Platform and Deloitte, the agency looked for a secure, scalable way to handle large volumes of sensitive paperwork more efficiently and reduce delays for Californians seeking affordable coverage.

Google Cloud Platform implemented Document AI, along with Assured Workloads and Google Security Operations, to automate document verification and strengthen compliance and security. In a pilot, Covered California achieved an average 84% validation rate, far above its legacy 28–30% automated rate, and the system can now verify 50,000 documents per month; the solution is also expected to help residents get instant verification and improve both employee productivity and customer experience.
