A Goalbook Case Study
Baltimore County Public Schools (BCPS) faced a challenge with the overrepresentation of students from marginalized groups, particularly Black and Latino males, being referred for special education services and pushed out of general education classrooms. The district partnered with the vendor Goalbook and attended its Leadership Design Institute to devise a strategic plan for creating more inclusive learning environments.
The solution developed with Goalbook was the creation of Interprofessional Collaborative Learning Communities (ICLCs). These teams leveraged interdisciplinary collaboration among educators to design proactive, inclusive Tier I classrooms. The measurable impact for BCPS was a strategic goal to decrease the number of student referrals to more restrictive environments, aiming to provide equitable access to instruction for all learners.
