How Lancaster (PA) combines offline and online community engagement

The City of Lancaster partnered with Go Vocal to strengthen community engagement in a city marked by significant diversity, language needs, and a digital divide. During the pandemic, the city needed a way to gather input on major initiatives in areas like transportation, housing, and policing while ensuring underrepresented residents, including Spanish speakers and newly resettled refugees, could participate meaningfully.

Go Vocal’s engagement platform helped Lancaster blend online and offline outreach through multilingual surveys, translated video guidance, QR-coded flyers, radio PSAs, door knocking, and community partnerships. The approach led to 13x more participants than typical town hall meetings, over 750 registered users, and stronger representation from minority groups, while also improving internal collaboration and standardizing project management across city departments.
