DVKA (Deutsche Verbindungsstelle Krankenversicherung Ausland), Germany's liaison office for cross-border health insurance, faced the challenge of building a digital wallet solution to issue A1 certificates that would meet the highest standards for security, user control, and compliance with the EU's eIDAS 2.0 regulation. Partnering with vendor GFT Technologies, the goal was to translate this complex new regulation into secure, usable technology to confirm a citizen's social security coverage when working temporarily in another EU country.
GFT Technologies implemented a solution by creating a new model for issuing A1 certificates as cryptographically signed verifiable credentials stored in users' personal digital wallets. This decentralized architecture enables instant, issuer-free verification across borders, ensuring the credentials are tamper-proof and interoperable. The result is that EU citizens can now work across borders without facing social security uncertainty, with the solution providing greater efficiency, security, and full user control over personal data in compliance with the DC4EU framework.
