4RTecnologia worked with GeneXus to help Boituva City Hall in Brazil reduce paper-heavy, manual public-sector processes. The challenge was to digitize service requests and internal workflows while improving transparency, compliance, and efficiency for citizens and municipal staff.

Using GeneXus, 4RTecnologia developed “Cidade Sem Papel” (“City Without Paper”), an online platform for submitting, validating, tracking, and digitally processing requests, with document storage and digital signatures. The solution cut business registration time by more than 85% from 45 days to one week, reduced construction approval from 60 days to 20 days, and saved over R$150,000 in bond paper within six months while increasing server-team productivity.
