The customer, Booz Allen Hamilton, was tasked by the US Navy to perform a business case analysis for the AEHF Terminal Program. The challenge was the difficulty in developing and validating high-level cost estimates early in the development cycle due to a lack of technical and programmatic data.
The solution from vendor Galorath was the implementation of the SEER-H and SEER-SEM parametric cost estimating models. This approach reduced uncertainty by deconstructing the system, which allowed the client to assess and approve the program cost estimate. The approval enabled the program to move forward into its next phase and initiate the competitive bidding process.
