Cheshire West and Chester Council needed a consistent and detailed overview of its extensive highway network, which includes over 2,200km of roads. They struggled to interpret and compare different types of condition surveys, leaving them unsure of the network's true state and unable to effectively prioritize work. The council turned to the vendor Gaist for a solution, utilizing their detailed and repeatable road condition survey service procured through the RAMS Framework.
Gaist surveyed the entire network, including all footways for the first time, providing highly detailed data. This data was broken down into manageable segments and integrated with other datasets like defect history, allowing the council to create efficient, evidence-based programs of work for the next three to five years. The solution enabled more strategic planning, provided a robust case for future funding applications, and helped the council transition from reactive to preventative maintenance.
