Kuntaliitto, the Association of Finnish Local and Regional Authorities, faced the challenge of understanding the evolving role of municipal ICT administration amidst national public sector reforms. They needed to determine who would provide future ICT services and how to harness the full strategic potential of ICT beyond its traditional support function. To address this, they engaged Futurice to conduct a comprehensive study.

Futurice performed the study using human-centric service design methods, interviewing ICT management from nine municipalities to map the current state and future needs. The solution provided Kuntaliitto with a practical overview and a tool for presenting innovative concepts to decision-makers. The results empowered ICT professionals to redefine their role as strategic value providers, leading to guidance on improved operational models, resourcing, and cooperation, which ultimately contributes to more functional municipalities and increased citizen satisfaction.
