The Finnish Tax Administration wanted to build a more systematic, organization-wide approach to foresight so it could better monitor changes in its operating environment, strengthen futures literacy, and support strategy work. To help with this, it worked with Futures Platform and began using its digital foresight solution for trend mapping, collaboration, and shared visualisation.

Futures Platform helped the Finnish Tax Administration standardize how autonomous observation groups collect, discuss, and elevate weak signals and phenomena across the organisation. The platform’s content database and visual forecasting maps improved communication, cross-functional thinking, and the quality of foresight input to management, contributing to more proactive planning and direct support for strategy. The case also notes that foresight became an integral part of management and strategy across the administration’s roughly 5,000 employees, though no precise ROI or financial metric was provided.
