Helping citizens get access to clean water in Freetown, Sierra Leone

NestBuilders International (NBI), a multiservice development consultancy, was contracted by the World Bank and Guma Valley Water Corporation (GVWC) to update customer records for Freetown’s water utility. GVWC faced an outdated billing system, incomplete and inaccurate customer data, widespread illegal connections and poor revenue collection, all of which undermined service delivery and funding.

NBI deployed Fulcrum to create digital surveys that captured names, addresses, contact details, payer information, property photos, ID images and GPS coordinates. The mobile workflow delivered instant access to validated, geolocated data, reduced errors with skip logic, improved field supervision and cut project time and costs. The result was a high-quality dataset ready for a new billing system, stronger prospects for revenue recovery, and newly upskilled data collectors.
