The Government of Canada elects Foxit PhantomPDF

Shared Services Canada (SSC) needed to replace the Government of Canada’s PDF software while supporting a large, diverse user base and meeting demands for security, accessibility, and cost savings. As SSC managed more than 200,000 federal employees and multiple departments, it evaluated options including Foxit Software’s Foxit PhantomPDF to see which solution could deliver the needed functionality and help modernize digital workflows.

Foxit Software implemented PhantomPDF across the Government of Canada with training, support, and mobile access, enabling electronic signatures, PDF portfolios, redaction, and accessibility features. The results included faster approvals, often same-day instead of 3–4 days, smoother migration, strong user adoption, and lower licensing costs—growing from 50,000 Acrobat licenses to 100,000 Foxit licenses.
