The City of West Linn needed a new PDF solution when a planned PC refresh would void licenses tied to existing hardware. At the same time the city wanted to automate records management and move toward a paperless office, so IT sought a cost-effective product that balanced features, quality and budget.

After trialing Foxit PhantomPDF in the City Recorder’s Office, the city rolled it out across departments. Staff used it for scanning, PDF/A archiving, conversion, annotation, editing and protection, creating searchable/editable records with minimal training thanks to a familiar ribbon UI and strong support. The result was streamlined paperless workflows, faster records management, lower operating costs and a high-performance PDF solution that met needs without exceeding the budget.
