Baltimore County Public Schools - Customer Case Study

Baltimore County Public Schools (BCPS) faced rapid growth and decline, shifting demographics, crowded and aging buildings, widespread inequities, and limited consensus on priorities. To address this, BCPS engaged FOS of CannonDesign to develop a Multi-Year Improvement Plan for All Schools (MYIPAS), including facility condition, educational equity, capacity, and utilization assessments.

FOS of CannonDesign delivered a data-driven, districtwide master planning process that combined virtual stakeholder engagement with comprehensive school assessments to produce Facility Condition, Educational Equity, and combined indices. The approach helped build consensus, supported future capital planning and funding requests, and saved BCPS over $1 million in fees through a scalable, partially self-performed assessment model.
