The Veracruz State Government, led by Governor Miguel Ángel Yunes Linares and IT Director-General Sebastián Silva Sánchez, inherited nearly a decade of technological decay—expired licenses, delayed maintenance, limited bandwidth and costly, fragmented perimeter security—and faced the urgent challenge of modernizing and standardizing cybersecurity across many agencies within an abbreviated two-year administration.

The government deployed Fortinet’s Security Fabric—including FortiGate NGFWs, VPN, IPS, AV, FortiWeb, FortiManager and FortiAnalyzer—in a central cluster and across SEFIPLAN locations to centralize policy, management and secure communications. The rollout protected more than 20,000 endpoints and five high‑availability data centers, improved network reliability and user access, reduced administration time and complaints, enhanced citizen services at treasury offices, and generated over $7 million in internet-contract savings.
