The city of Port Arthur, a coastal community in Texas, faced significant challenges in managing flood risk and post-disaster recovery after Hurricane Harvey inundated most of the city. Their difficulties included tracking substantial improvements and damages (SI/SD), providing accurate flood risk information to thousands of residents, and maintaining error-free Elevation Certificates for the Community Rating System program. The city partnered with Forerunner to implement its AI-powered software platform for floodplain management.

Forerunner provided Port Arthur with a system that automated the tracking of SI/SD and gave residents a self-service public interface to look up their property's flood risk information online, which drastically reduced calls to city staff. The software's features, including EC Error Detection and the ability to compare flood maps, helped ensure regulatory compliance and informed decision-making. This solution equipped the city to better educate stakeholders, enforce flood zone rules, and increase overall community resilience.
