How UTSA partnered with FM:Systems to centralize data governance for its campus facilities, optimize space utilization, and increase state funding outcomes

The University of Texas at San Antonio (UTSA), a rapidly growing multicultural research university with more than 34,700 students and 5.9M sq. ft. across four campuses, struggled with decentralized, reactive space management and siloed data. This made it time-consuming to report space utilization to the Texas Higher Education Coordinating Board and to demonstrate the need for funding, forcing the university to find ways to maximize existing facilities rather than pursue costly new construction.

Partnering with FM:Systems, UTSA implemented a centralized data governance program to inventory every space, standardize functional coding and capacities, and assign departmental data custodians via the Higher Ed Survey. The platform enabled fast scenario testing during COVID, improved visibility for leadership and departments, eliminated guesswork about space allocation, and supported strategic planning (three to four moves ahead). As a result, UTSA now optimizes classrooms, labs and shared resources more effectively, strengthens funding justifications, and operates more proactively across campus facilities.
