The City of Stuttgart, a major municipal administration with over 15,000 employees, faced a significant challenge in communicating with its nearly 700 annual trainees and students. Due to the wide variety of vocations and departments, consistent information sharing was not possible, and reaching this group—especially during remote college phases—was extremely difficult using traditional methods like printed letters.

To solve this, the city implemented the Flip app from vendor Flip. This mobile solution allowed training managers to send instant messages, newsfeed updates, and targeted information to specific groups or individuals. The results included a 166% increase in pre-training contact, a major boost in communication efficiency, and an overall increase in the quality of training. Flip enabled effective networking among trainees from different areas for the first time.
