How this Regional Chamber Found National Success in an Unprecedented Year

The Tulsa Regional Chamber, which represents more than 2,200 businesses across a dozen counties, faced a sudden advocacy challenge in 2020 when COVID-19 upended legislative sessions and priorities. With Oklahoma lawmakers proposing three business-liability bills and the Capitol limiting in-person access and allowing proxy voting, the chamber needed to quickly protect members from frivolous lawsuits under a very compressed timeline.

The chamber deployed FiscalNote’s VoterVoice, standing up an action-center campaign in about 36 hours and mobilizing roughly 400 advocates with editable templates, social sharing and built‑in reporting. The digital campaign achieved 20–26% action rates, helped secure passage of the liability bills, deepened member relationships, identified top grassroots advocates for future engagement, and contributed to the chamber’s recognition as ACCE “National Chamber of the Year.”
