A FiscalNote Case Study

How This Association Finds Advocacy Success At the State and Local Levels

The Washington Food Industry Association (WFIA) represents almost 400 members operating more than 1,500 independent grocery and convenience stores across Washington state. Facing razor-thin margins and a rising wave of local and state policy proposals — from municipal hazard pay ordinances to state-level ergonomics rules — WFIA needed a way to track hundreds of local governments, engage members quickly, and protect small businesses and the communities that rely on them.

WFIA paired FiscalNote’s Curate for comprehensive local monitoring with VoterVoice for easy member mobilization. Using Curate, the association stayed ahead of local proposals and intervened to prevent hazard pay mandates in most jurisdictions; using VoterVoice, nearly a quarter of members responded to action alerts and helped block a costly state bill affecting workplace ergonomics. The tools boosted member engagement, strengthened WFIA’s advocacy reputation, and supported ongoing membership growth.
