How the National Education Association Compiles a Comprehensive, Yearly Legislative Scorecard

The National Education Association (NEA), a U.S. labor union with over 2.9 million members, produces an annual A–F legislative report card that combines voting records, co-sponsorships, committee actions and qualitative lobbying interactions. Compiling this comprehensive scorecard was extremely time-consuming and error-prone: data lived in multiple places, one staffer did most of the manual aggregation, and lobbyists often submitted reports late, creating backlogs.
