The American Occupational Therapy Association (AOTA) faced a serious regulatory threat in 2020 when the proposed Medicare Physician Fee Schedule included a 9% cut to occupational therapy reimbursement—an outcome that would have had major financial impact for members—compounded by the need to mobilize advocates during a global pandemic.
Using FiscalNote’s advocacy platform, AOTA ran a targeted digital campaign and a virtual Hill week to engage supporters: they created more than 6,000 activities, drove over 2,000 individual actions, and generated 22,916 letters and 6,109 advocate contacts to Congress. That coordinated, data-driven outreach helped secure a significant win—the proposed cut was reduced from 9% to 3%—and enabled focused, virtual engagement with key legislators.
