A Cornerstone for Innovation LGFA Takes Treasury to a New Level

The New Zealand Local Government Funding Agency (LGFA) is a Council‑Controlled Organisation set up to raise debt and on‑lend to New Zealand local authorities, acting as a conduit for about 95% of the local government sector. Faced with the need to manage significant market, liquidity and credit risks, maintain transparency and accountability to shareholders and stakeholders, and support a small two‑location treasury team, LGFA selected FIS and its Quantum treasury management solution (Quantum SIX) to provide best‑in‑class treasury, risk and control capabilities.

FIS implemented Quantum as a private cloud‑based treasury platform delivering straight‑through processing, treasury accounting, risk reporting and remote access with no internal maintenance overhead. The project was completed in 10 months (July 2015), on time and under budget, enabling LGFA’s six‑member treasury team to manage complex issuance and risk more efficiently, increase transparency and control, and pursue innovation and expanded instrument capabilities while supporting financing for the majority of New Zealand’s local councils.
